KEVIN HOSKINS

Senior Partner

Mr. Kevin Hoskins brings a vast area of expertise as a Principal Partner of govIRG. He has been serving in the government contract industry for over 30 years in positions including Controller, Chief Financial Officer and Director of Finance. He is highly skilled in the development and implementation of profitable systems for government contractors. Areas of expertise include leadership, financial management, contract management, strategic planning, operations, P&L management, capital cash management, forecasting, auditing process improvement, mergers and acquisitions, financial reporting, accounting, policies/procedures, regulatory compliance and GAAP.

CHARLES ANDERSON, CPA

Partner

Charles Anderson is a CPA and has been working with government contractors for the last several years. Mr. Anderson has a sound understanding of DCAA accounting requirements, cost structures and supporting our clients in financial audits. He has extensive experience using Unanet, Deltek GCS Premier, and QuickBooks set up to meet DCAA requirements. He earned a Bachelor’s degree, with honors, from UCCS, majoring in Accounting and minoring in Finance. He came to us from Stockman, Kast, Ryan and Company, LLC, a certified public accounting firm, where his focus was auditing and preparing financial statements for private companies including government contractors.

MICHELLE MARTINEZ

Partner

Ms. Michelle Martinez joined govIRG in 2021 and comes with an extensive background in Finance and Accounting with both small and large Government Contractors including L-3 Communications, CACI and L3Harris. With almost thirty years of government contracting experience, her areas of expertise include cost management, budgeting and financial forecasting, financial analysis, estimating and pricing, management reporting, contract management, cost planning and Earned Value (EV) management.

Julie Linton

Executive Consultant

Ms. Julie Linton has been doing contracting for over 20 years with a portion of that time being on the government side. She worked for DoD, The Forest Service, National Park Service, and a Defense Contractor prior to becoming a consultant in 2016. Her experience includes providing cradle-to-grade contract support with focused areas of contract management, grant management, proposal management, GSA, and compliance. Julie has her MBA with an emphasis in Procurement and Acquisition Management.
